Central Shenandoah Flood & Stormwater Resilience Plan


In July 2025, the CSPDC received a grant from the Virginia Department of Conservation and Recreation’s (DCR) Community Flood Preparedness Fund (CFPF) program to develop a Regional Flood and Stormwater Resilience Plan. The CFPF program funds planning and implementation projects that reduce the impact of flooding throughout the State. The Resilience Plan will align with the strategies identified in the CSPDC’s on-going Hazard Mitigation Plan update, which identifies flooding as the region’s top natural disaster vulnerability.

The Central Shenandoah Flood and Stormwater Resilience Plan will identify each participating community’s flooding and stormwater needs, and develop a list of prioritized implementation projects with cost estimates. Additionally, upon completion of the Resilience Plan, localities will be able to apply for DCR CFPF implementation funding to construct flood mitigation projects.

The CFPF prioritizes nature-based solutions and funds traditional flood/stormwater and non-structural projects. Projects must provide community-scale benefits, and projects benefiting solely private property are not eligible.

The participating localities are: Augusta County, Bath County, Highland County, Rockbridge County, Rockingham County, City of Harrisonburg, City of Lexington, City of Staunton, City of Waynesboro, Town of Broadway, Town of Bridgewater, Town of Dayton, Town of Elkton, Town of Glasgow, Town of Goshen, Town of Grottoes, Town of Mount Crawford, Town of Timberville. The CSPDC is working with the Berkley Group to develop the Plan.

    CFPF Grant Award

    July 2025: The Virginia Department of Conservation and Recreation awarded the CSPDC a Round 5 Community Flood and Preparedness Fund (CFPF) grant to develop the plan.

    October 2025: The Project Team, consisting of CSPDC staff and the Berkley Group, held a kick-off meeting with stakeholders from each participating locality.

    November 2025 - February 2026: The Project Team will collect and review existing information about flooding and stormwater management in the region.

Virginia Conservation Assistance Program

The Virginia Conservation Assistance Program (VCAP) is an urban cost-share program that provides financial incentives and technical and educational assistance to property owners installing eligible Best Management Practices (BMPs) in Virginia’s participating Soil and Water Conservation Districts (SWCDs). These practices can be installed in areas of your yard where problems like erosion, poor drainage, or poor vegetation occur.


Harrisonburg Conservation Assistance Program

The Shenandoah Valley Soil and Water Conservation District (SVSWCD) administers the Harrisonburg Conservation Assistance Program (HCAP) to support residents in implementing stormwater management practices. By providing technical assistance and financial incentives, SVSWCD helps property owners install green infrastructure projects that reduce stormwater runoff and improve water quality.


Community Flood Preparedness Fund

Managed by the Virginia Department of Conservation and Recreation to help communities reduce flooding impacts, including climate-driven flooding. The fund prioritizes nature-based solutions and requires at least 25% of annual disbursements go to low-income areas.


Resilient Virginia Revolving Loan Fund

Provides financial assistance to localities for projects that mitigate flood impacts to real property. Local governments can use RVRF funds for eligible resilience projects, including but not limited to hazard mitigation of buildings, home buyouts and relocation, and to make loans or grants to private property owners for other eligible resilience purposes.


Land and Water Conservation Fund

A reimbursement program for the acquisition and/or development of public outdoor recreation areas. A key feature of the program is that all LWCF assisted areas must be maintained and opened, in perpetuity, as public outdoor recreation areas. The LWCF is a 50-50% matching reimbursement program. The grant recipient must be able to fund 100% of the project while seeking periodic reimbursements.


Virginia Trees for Clean Water

Encourages the creation of long-term, sustained canopy cover to improve water quality across the Commonwealth. This grant is used to fund tree-planting efforts that raise public awareness of the benefits of trees and impacts on water quality.


Virginia Clean Water Revolving Loan Fund

A self-perpetuating loan fund that provides low-interest loans to eligible borrowers to fund projects that provide water quality benefits for their communities. Eligible project types now include: publicly owned wastewater collection and treatment facilities, publicly owned stormwater best management practices, remediation of contaminated brownfield properties, land conservation, and agricultural best management practices.


Stormwater Local Assistance Fund

Provides matching grants to local governments for planning, design and implementation of stormwater best management practices.


Green Streets, Green Jobs, Green Towns

Supports design and implementation of green streets, community greening, and urban tree canopy projects that enhance livability in cities and communities, in addition to white papers that address these topics.
