The SPARC Program, offered through Virginia Housing, provides reduced-rate mortgage financing to help address special housing needs across Virginia. Through partnerships with local governments, non-profits, and housing industry partners, SPARC makes homeownership more affordable for eligible families.

With SPARC, qualifying buyers earning up to 120% of the Area Median Income (AMI) receive a 1% reduction on Virginia Housing’s prevailing mortgage interest rates. These savings can add up to thousands of dollars over the life of a loan.

In 2025, Virginia Housing allocated $4.5 million to the CSPDC to expand affordable housing opportunities throughout the Central Shenandoah region.
Program Eligibility
